In the late 1950s, citizens concerned about protecting the village atmosphere and lifestyle of Del Mar, began campaigning for the incorporation. An election held on May 26, 1959, was very close: 565 votes were cast in favor of incorporation and 470 votes were cast against becoming a city. As an incorporated city, Del Mar acquired juristiction over it's 3 miles of ocean beach. From 1959 until 1965, it contracted lifeguarding services from the County of San Diego. In 1965, the City chose to cease contracting lifeguard services with the county and form their own lifeguard department. Interviews for Captain were conducted and an applicant from LA City Lifeguards, Gardner W. Stevens, was picked to head up the new department. Service began on March 1, 1965. The first test for seasonal guards was held on May 8, 1965 and the following guards were added to the force: Ron Jensen, Peter Critchlow, Paul Kraus, Gerry Maier, and Jack Ross. There were two lifeguard towers, one at 17th street and a secondary tower at 25th street. From their shapes, they were nicknamed "Silos". See picture here. Smaller towers were built and eventially placed at 20th street and 29th street. Since 1965 with a small group of six hardcore watermen, the Del Mar Lifeguard Department has expanded to a current staff of over 70 full and part-time personnell. In addition to the permanent towers at 17th, 20th, 25th and 29th Streets, portable towers are now utilized along the beach as are inflatable rescue boats. Captain Gardner Stevens was followed by Grant Larson and currently, Pat Vergne heads the department. |
